The Chairman recalled that the Committee had held a special meeting on 18-19 September 2001 at which it had adopted, on an ad referendum basis, a decision on equivalence. He noted that some Members had subsequently indicated that they could not accept this decision, due to concerns regarding one sentence in the first substantive paragraph of the proposed decision. In the intervening month, the Chairman had consulted with various interested Members who had found a solution to the concerns raised through the addition of a footnote to the proposed decision.
