This report discusses the meaning of the provisions including the term “measures of general application” in the GATS by comparing other provisions involving the term “general application” in other WTO agreements and their clarifications in WTO cases. Additionally, it describes substantive and procedural provisions regarding the measures of general application under Taiwan’s legal system.
