Chern-chyi "CC" Chen

Chern-chyi "CC" Chen was appointed as the Director-General of the Bureau of Foreign Trade (BOFT) of Taiwan’s Ministry of Economic Affairs (MOEA) on March 13, 2020. Previously he served as the Deputy Representative responsible for economic affairs in the Taipei Economic and Cultural Representative Office (TECRO), based in Washington, D.C. (2017-2020).

Experience
  •      
    As the Bureau’s Director-General, Mr. Chen oversees the formulation of Taiwan’s international trade policies, rules and regulations, Taiwan’s trade promotion and other market enhancing initiatives, and implementing Taiwan’s trade related policies and activities in multilateral fora such as APEC and the WTO. His portfolio also includes promoting Taiwan’s participation in regional economic integration initiatives, deepening bilateral trade and economic engagement with other partners, and expanding Taiwan’s shares in global and “New Southbound” markets. Mr. Chen works closely with Taiwan’s Office of Trade Negotiations.

    Mr. Chen has had a more than 30-year career with the MOEA both at home in Taipei and abroad. He has represented the Ministry in numerous overseas posts, including Brussels, Geneva, Singapore, and Washington, D.C. He served as the Deputy Director-General of the Bureau of Foreign Trade from August 2016-July 2017 after a three year posting in Brussels (2013-2016), where he was the Economic Director of the Taipei Representative Office in the European Union & Belgium

    From 2006-2013, Mr. Chen focused on the negotiation and implementation of trade agreements. During that time he was the Chief Counsel at the Office of Trade Negotiations in Taipei, and lead negotiator for services and legal affairs during bilateral trade and economic agreement negotiations with Singapore and with New Zealand as well as negotiations with Japan and mainland China. He also served as lead counsel for Taiwan in WTO dispute settlement cases.

    From 2003-2006, Mr. Chen directed Taipei's economic representation in Singapore and laid the groundwork for ASTEP, the bilateral trade agreement between Taiwan and Singapore. Prior to Singapore, he worked on Taiwan’s WTO accession negotiations, and trade issues on multilateral agreements related to anti-dumping and countervailing measures, state-owned enterprises, and intellectual property rights, among others.
Education
  • Mr. Chen was born in Taipei in 1960. He holds a Master of Laws degree focused on economic administration and a Master of Comparative Law degree, obtained from George Washington University in 1988 and 1986, respectively.
