Position

William Liu has served as the Deputy Director-General of the Bureau of Foreign Trade (BOFT), Ministry of Economic Affairs (MOEA), since August 1, 2018.   

Experience
  •  February 2012 ~ July 2018
    • Mr. Liu served as the Deputy Director (Economic Counselor) of Economic Division in the Taipei Economic and Cultural Representative Office in the United States (TECRO). In this post, he was responsible for analyzing developments affecting U.S. trade policy; coordinating bilateral dialogues under the Trade and Investment Framework Agreement (TIFA); promoting bilateral trade agreements; dealing with trade disputes; and promoting closer ties with the U.S. business community as a channel for enhancing overall U.S.-Taiwan relations through the U.S.-Taiwan Business Forum and related activities.  
  • July 2007 ~ February 2012
    • Prior to joining the TECRO office in Washington, Mr. Liu was a Negotiator in the Office of Trade Negotiations (OTN) in 2007, dealing  with WTO negotiations on Trade in Services, the Government Procurement Agreement (GPA) and trade issues under the bilateral TIFA framework. He was also the lead negotiator for trade in services during negotiations on the ASTEP (a FTA with Singapore).
  • August 2003 ~ July 2007
    • Mr. Liu joined Taiwan’s Permanent Mission to the World Trade Organization after Taiwan became a WTO member. He was responsible for negotiating many issues on the Doha Development Agenda, including non-agricultural market access (NAMA), trade facilitation, and sectoral liberalization of trade in goods and services.
  • December 1999 ~ August 2003
    • While serving as a section chief for the BOFT, Mr. Liu was responsible for trade remedy issues (such as anti-dumping & safeguard actions) and coordinated Taiwan’s accession to the WTO.
  • December 1999 ~ August 2003
      • Mr. Liu joined the Ministry of Economic Affairs in 1990. He first worked for BOFT from 1991-1992, providing support services to Taiwan’s economic offices overseas. He was then transferred to the Industrial Development Bureau (IDB) in 1992 to facilitate industrial cooperation activities. In 1993-1999, he was assigned to Taipei Economic and Cultural Office in Australia (Canberra), where he was responsible for promoting bilateral trade and investment relations between Australia and Taiwan.
Education

Mr. Liu received a Master of Legal Studies (Commercial Law) degree from the Australian National University, a bachelor’s degree (Business Administration) from the National Taiwan University of Science and Technology, and an associate degree (Electronic Engineering) from the Kun Shan University.
