Statement on Taiwan-Japan Third Country Cooperation

  1. The Japanese side hopes that Japanese firms in a third country can obtain high-quality low-cost components to reduce production costs and actively assists SMEs in overseas layout; we hope to promote technical cooperation with Japan and to expand the industry supply chain and exports to Japanese businessmen in Southeast Asia and South Asia. Since 2013, the two sides have promoted the joint development of third-country markets by Taiwanese-Japanese enterprises. The Japanese side suggested using Vietnam as the first target market while our country highlighted the target markets of Indonesia, Myanmar, India.

  2. Between 2013 and 2015, the two sides held business communications conferences in Vietnam and Indonesia and held sessions of business opportunities presentations and explanations on Myanmar and India, in Taipei.

  3. Since 2016, the Bureau of Foreign Trade in the context of the New Southbound Policy Framework, through the Taiwan External Trade Development Council (TAITRA) and the Japan External Trade Organization (JETRO), has enhanced the collaboration between bilateral enterprises in third countries in conjunction with the three stages of surveying, promotion and handling two-way procurement meetings. The following is the state of progress achieved:

    (1) On November 10, 2016, TAITRA and Mizuho Bank jointly organized the "Taiwan-Japan Entrepreneurial Cooperation to Expand Third-Country Market Seminar" at the Keio Plaza Hotel in Tokyo. More than 90 Japanese businessmen signed up for the seminar, several of whom expressed interest in the related cooperation.

    (2) At the end of 2016, TAITRA and JETRO jointly visited Taiwanese and Japanese enterprises established in the ASEAN countries in what was a successful collaboration case in a third country. Based on the results of this surveying visit, the "Seminar on the Possibility of Taiwanese-Japanese Entrepreneurial Cooperation in ASEAN" was held on February 9th and 23rd, 2017 in Tokyo and Taipei respectively. Both seminars saw the participation of more than 100 businesses. On February 9th, following the seminar jointly organized with JETRO, in Tokyo, several Japanese enterprises expressed their willingness to cooperate with Taiwanese companies in such a venture.

    (3) I On March 17, 2017, TAITRA and JETRO held a "2017 Taiwan-Japan Auxiliary Industries Match Meeting" in Ho Chi Minh City, Vietnam. According to JETRO's annual routine survey of Japanese businessmen in southeast Asia, Japanese-affiliated companies in the manufacturing industry in Vietnam often face the challenge of finding suitable suppliers and high costs for purchasing Japanese goods. To help Taiwanese and Japanese businessmen in Vietnam find the best-supplying partners, the Procurement Meeting invites customers from both Taiwan and Japan, as well as local Taiwanese suppliers from Vietnam and Taiwan-based suppliers (from industries such as heat treatment, surface treatment, casting, forging, electrical and electronic components) to participate.

    (4) In 2018, Explanation Sessions/ Seminars were held in Saga City (Japan), Ho Chi Minh City (Vietnam), Tokyo, Taipei (2 sessions) and Taichung; 8 Taiwan-Japan Industry Match Meetings were organized during the Specialty Exhibition or TAIWAN EXPO held in Indonesia, Thailand, Vietnam, Japan and Myanmar, and a Seminar and Exchange Meeting on Metalworking Industry was held in Indonesia on November 15th.

    (5) In 2019, 6 Explanation Sessions/ Seminars were held in Japan, Taipei and Kaohsiung ; 2 Taiwan-Japan Industry Match Meetings were held in Indonesia, Vietnam.

    (6) In 2019, the two sides will continue to plan for Explanation Sessions/Seminars and Industry Match Meetings in Vietnam, Malaysia ,Japan and Taiwan to expand the opportunities and scale of cooperation.
