1.Pursuant to the public notice issued by the International Trade Administration (TITA) of the Ministry of Economic Affairs (MOEA) on May 23, 2025, regarding a hearing for the antidumping duty case.
2.Information Regarding the Injury Investigation
2.1 Description of the Product Concerned
2.1.1 Product Concerned
I.Portland Cement: It is a hydraulic cement that contains clinker (primarily composed of calcium silicates), no more than 7 percent calcium sulfate (gypsum), no more than 5 percent natural limestone, and no more than 5 percent inorganic processing additions (namely, water-quenched blast furnace slag, fly ash, or siliceous materials).
II.Portland Cement Clinker: It is an intermediate product in the production process of Portland cement, essentially composed of calcium silicates and containing the following chemical composition:
(1)Calcium oxide (CaO) : 57 to 72 percent, inclusive.
(2)Silicon dioxide (SiO2) : 15 to 28 percent, inclusive.
(3)Aluminum oxide (Al2O3) : 1 to 11 percent, inclusive.
(4)Ferric oxide (Fe2O3) : 1 to 11 percent, inclusive.
III.The Portland Cement having any of the following characteristics is outside of, and/or specifically excluded from, the scope of this investigation:
(1)The ferric oxide (Fe2O3) content is less than or equal to 0.5 percent.
(2)Addition of white or other colored dyes.
(3)The 3-day compressive strength is greater than or equal to 24 MPa (245 kgf/cm2), and the tricalcium aluminate (C3A) content is greater than or equal to 12 percent.
(4)The 3-day heat of hydration is less than or equal to 200 kJ/kg (50 cal/g).
(5)The sulfur trioxide (SO3) content is less than or equal to 2.3 percent, and the sulfate expansion at 14 days is less than or equal to 0.04 percent.
(6)Air-entraining Addition.

2.2 Domestic Like Product
The domestic like product is identical or very similar to the subject product.
2.3 Domestic Industry under Investigation
The domestic producers under investigation are TCC Group Holdings, Asia Cement Corporation, Lucky Cement Corporatio, Hsing Ta Cement Company Limited.

3.This above information may be revised later based on evidence and additional information submitted by the interested parties.
4.The injury determination will be made by a simple majority vote at a meeting attended by at least half of all Commissioners of the Trade Remedy Commission of the MOEA. The Commission is chaired by the Deputy Minister of Economic Affairs, who serves as the Convener, and includes four official Commissioners (Deputy or Vice Ministers from relevant government departments) and nine Commissioners with expertise and experience in fields such as industry, economics, trade, finance, taxation, or law.
