Subject: Certificates of Origin (C/O)for Yarn of synthetic and artificial staple fibers exported to Turkey; Sunglasses exported to Argentina; and Aluminium Road Wheels exported to the EU. The provisions on the certificate of origin will be effective immediately.

Legal basis: Subparagraph 3 of Article 16 of the Regulations Governing Issuance of Certificates of Origin and Certificates of Processing(hereafter referred to as“the Regulations”).

Supplementary information:

1. In order to avoid being subject to anti-dumping duties by Turkey, Argentina, and the European

   Union, Yarn of synthetic and artificial staple fibers, Sunglasses, and Aluminium Road Wheels that

   are transshipped through Taiwan and falsely declared to be produced in Taiwan are subject to

   some management rules.

2. This is in conjunction with the organizational reform of the Executive Yuan. The original Bureau

    of  Foreign Trade and Industrial Development Bureau have been restructured  into  the 

   International Trade Administration ( hereafter referred to as TITA )  and the Industrial 

   Development Administration ( hereafter   referred  to  as IDA ), respectively. Matters previously

   under the jurisdiction of the former Bureau of Foreign Trade and Industrial Development Bureau

   have been placed under the TITA and IDA. A new jurisdiction of the department and

   the regulations have been announced.

3. To apply for Certificates of Origin for Yarn of synthetic and artificial staple fibers exported

    to Turkey; Sunglasses exported to Argentina; and Aluminium Road Wheels exported to the EU,

    the applicants must follow Article 16 of the Regulations. According to Subparagraph 3 of

    Article 16, the applicant must submit the following documents:

          (1)A copy of the manufacturing factory’s registration or temporary factory registration.

      (2)An affidavit (as attached) for the Certificates of Origin for products made in Taiwan. The

          affidavit must be signed by the applicant and the above-mentioned products manufacturer.

      (3)If the applicant cannot submit the above documents, he must submit factory-related

          information and production documents to the TITA for a special case consideration.

          The TITA may consult with the IDA, Ministry of Economic Affairs, on the application, if

          needed.
